Winding Noise Question

I recently purchased a 2400 series International Harvester utility tractor that was manufactured in the early 70's. The tractor seems pretty solid and the previous owner told me the motor was overhauled and the tractor was in good condition. My question is that at startup my engine makes a high pitch winding noise that lasts for 15 to 20 seconds then quits. At first I thought that it was the water pump which I have replaced along with the hydraulic pump but it stills continues to do it. I am puzzled with this and don't have a clue what it could be. Thanks for any information.
 
just for thought, maybe your starter is not disengaging from the flywheel. but it should have thrown the windings off the armature if it was staying engaged that long.
 
sounds to me like air or water in a hydraulic line...or could be pwr steering line also...see if fluid in either is milky
