400 hydraulic system problem

The hydraulic system on tractor "A" has never worked the way it was designed to work. I thought the problem was in the safety/regulator valve. I replaced it with one from a salvage yard. It did not correct the problem. Today I was swapping the valve bodies from Tractor "C" to see if that would correct the problem. When I had both sets of valves off both tractors, I found a plug with an o-ring, in line, on the non-functioning system. What is it besides being a plug and why is it there? I believe removing it will solve my problem. But I don't want to wreck something in the process of trying to fixing it. The plug came from the hole that I am holding it next to.

Thats used with a power steering regulator and saftey valve. If you have a regular regulator leave it out. Did the valve beside that just have one opening for a line in the front or 2 openings like the other valves?
 
The first valve feeds the QDs that go to the rear of the tractor. To the best of my knowledge this tractor did not have P.S. on it, but Joe jr may have put it on my other tractor, which had a corn picker on it ,when I got it from him. His Dad had the first tractor, and it appeared that they used it for parts.

I will put it back together without it, unless someone else advises against it. I have to attend a family meeting about my Mom health right now.

On the valve used closest to plug with power steering, look on the other side of valve from where your lines to rear go on. There is just one port opening on the power steering valve. Without power steering the valve has 2 ports that are pluged with pipe plugs on the other side from lines.
 
The tractor that I was going to take the valves off of, Had two pipe plugs in the front of the first valve body, just as you described. It has a Ford power Steering pump powering a Char-lynn actuator, so it does not need to use that valve at all for the P.S..

The first valve on this tractor did not have any openings in the front of the valve body.

I thought that the Behlen P.S. system got its power from the bottom of the Safety/regulator valve. Can you tell me about that so that I can put the correct valve back on this tractor? I have a Behlen system also, that is not working now and maybe I need to swap this one valve to get it to work.

With the system IH used the path of the oil was changed when the regulator and saftey valve for power steering was used. Thats the reason for the plug in orfice. The control valve nearest support post is supposed to have one opening toward fuel tank with a 90 degree fitting. From there a U shaped steel pipe goes to a fitting on the regulator, another fitting on the bottom of regulator is the pressure supply for the steering unit. When a power steering regulator is used the plug and other parts are needed. With a non PS system no plug or extra pipes.
