What Tire Size

Got my McCormick Deering 10-20 home. Front tires are rims only--no shred of a tire. I need to know what size I need.
From edge to edge (straight across) = 17 1/2"
From inside shoulder to inside shoulder (using two framing squares) = 15 3/4"
Do I need 15" tires or 16" tires?
Also from shoulder to shoulder is 4" Am I correct that up to a 6" width will work? Thanks
 
The wheel size is measured from the inside flat surface. What you measured as 15 3/4" is probably actually 16". The 17 1/2" overall diameter is about right for a 16" rim. Your rim width is either 4" or 4 1/2" which would be proper for a 5:50 x 16 or a 6:00 x 16 tire and tube. What size rear tire are youi using?

Thanks Harold. My rears are steel, but without the lugs. One has a cut-off rubber tractor tire bolted to it. The other has lost its rubber tread, so I've got to find and cut off and bolt on another. Some have told me I'll have "fun" cutting the bead and bolting the tire tread on. Oh well. Thanks again!
