1955 farmall idles at 900 rpm after rebuild

This tractor was leaking gas through the carb before I rebuilt the carb. After rebuilding, it runs fast at idle and gas came out of the air intake hose. Adjusted float down a little and the gas quit coming out of air intake, but still runs fast at idle. Carb has a adjustable main jet on bottom of the side of the bowl(not on the bottom of the bowl) and a adjustment screw at the top by the throttle plate(this screw only makes a difference if I pull it all the way out). The idle screw is turned back so I know it is not touching the cam lobe. I do not have a diagram of this carb and could use one if anyone knows where to find one at.
 
The following assumes you are working on a SH or M tractor. If the throtle plate is put in just a little crooked, it will not seat in the bore. If the tang on the carb was not fit into the slot at the carb where the Governor tube attaches, it will do it. The speed adjustment screw shaould idle it down to the point it won't run. If yours does not it needs one of the above.
