The 12.4x38 is supposed to be mounted on an 11" wide rim. Most Hs, not all, have 10" wide rims. For what it's worth, my 1950 H has 12.4x38s, and it does have the 11" rims. My 1940 H also has 12.4x38s, but it has the 10" rims, so if you have found a deal on the tires, get them. They'll fit.
 
IH usually states in their parts manuals that you can use a rim 1 inch narrower than the tread width. Thus a 12.4-38, which is really 11-38 when you consider tread width, will work fine on a 10 inch rim. 13.6 will work on a 11 inch rim, etc.
 
To add to what rusty said, the only difference is that the tire will stand slightly taller on a 10" rim than on a 11" rim as it will have a slight bulge in the center due to the narrower rim.
