T-340 international crawler transmission fluid

I need help on a T340 crawler. We just got it running and it moves under its own power but when you pull one steering clutch both tracks stop. This is for a 90 year old guy who loves to tinker on stuff and keep him busy. Could it possibly be low on transmission fluid. Also he would need some info on where to check it at and the type of fluid. This guy lost his wife and things like this are what keep him going. And for being 90 he is a moving son of a guy. I owned a TD340 for a short while a few years ago. The problem is not the transmission fluid. The clutches and brakes need adjusting. The fact that the tracks stop is when you pull the lever is good. That means the brakes are working which is a problem with these things. They leak oil out the pinion seals and it gets on the brake disks. The way it works is that when you pull the lever back part way, it releases the clutch on that side. When you pull back more, it applies the brake on that side which means you then turn sharply that direction. You'll need to get a manual to figure out how to adjust the steering clutch and brake system. Also, if the brakes have to be repaired, it is a big job because the final drives have to come off to do that which means removing the tracks, etc.
