Is there supposed to be a gasket beween the hydraulic pump and the engine block on a C? There was not one there but it appears there has been one in the past.

No, leakage is prevented by o-rings.

what about on the gear side of the pump where it mounts to the tractor with the two corner bolts?

Yes, probably 350 708 R1.
