I have a 46H that will only run with the choke about 1/4 of the way open. rebuilt carb and it is still the same. replaced fuel line, cleaned tank, new sediment bowl, still have to have choke open a little. Anybody have any helpfull ideas? Thanks!
 

Yep, that screw needs to be 3 turns out initial setting. Could also be an improper float setting, or possibly the new float valve is sticking partially shut.
 
You aren't getting enough fuel. When you rebuilt the carb did you tripple check the float height? Try taking the fuel line off the carb and draining some fuel into a CLEAN can or bucket. The fuel should flow quickly and steadily. If both of these are ok than just tune the carb as previously stated. Good luck
 
If the float were improperly adjusted (too low) wouldn't the tractor run well until he ran the fuel bowl out of fuel and then the tractor would start missing? It wouldn't miss right off the bat when you start. You can run the machine a GOOD bit of time without the fuel on.
I am betting it is the screw on the bottom of the carb. Give it a tweak and see where you come out. That 3 turns is just a starting point, they should all be tweaked from there.

No, screwing it in makes it leaner. If you screw it in until it stops, there will be NO fuel flow.
 
rustyfarmall is correct. The bottom screw adjusts maximum fuel. Turning it in decreases fuel flow.

The upper screw is the idle mixture and that one is opposite of most carburetors in that it adjusts air flow instead of fuel flow. Turning it in decreases the air flow and thus makes it richer. Later carbs had a smaller idle mixture screws and they adjusted fuel flow. Turning those screws in makes it leaner.
 
This sounds exactly like the problem I was having with my 46H. I found that the manifold
was leaking. The bolts were just snug. I put on
new gaskets and torqued them at 28-30lbs and it runs very well. Also check and make sure the governor is seated in the notch where it ties into the carberator. Mine was out of the notch.
Also make sure bolts are tight on top cover. I had some that were very loose.
