Kenneth: You haven't told us a whole lot, for example is the hydraulic reservoir full, is the oil clean, has the screen been cleaned recently? Answers to those question could help a bit.

Having said the above, I expect the pump is your problem. 30 psi is nothing on that system. It is designed to operate at 1,100 to 1,500 psi.
 
I agree with the first half of Hugh's comments, but go a different direction on the second half. I'll add one more question, did this fail all at once or did it gradually loose lifting power?

30 psi is in range for the system when the regulator valve is open (system idle). Particularly if it failed all at once, you may have a stuck regulator valve. If there is fluid in the system, the first thing I would check is a plugged orifice and screen. It is easy to check (through the pipe plug in the head) and the likely problem.

hydraulic Lift will not lift.I have tried everything that I know.

fluid level is o k and screens are clean. System has been bled. I removed the head.

Safety valve has 2 pieces. if the plastic inner piece fits loosely within the metal outer piece, would this cause the lift to not work? What is the length of the spring?
