I"m restoring a 1937 Farmall F-20. On the right side of the steering wheel shaft there are two levers one is attached to a shaft and the other is attached to a tube that has the shaft inside it. The tube ends above the magneto to turn the magneto on and off. The shaft extends to the front end of the hood. What is the second lever and shaft for?
 
The second lever is for the original throttle. Most F-20s were changed to variable speed governor which came with a new throttle lever that mounted to the side of the fuel tank. Peavy
 
These were a throttle control before someone "updated" the governor. If you look at the front of the tube from the carb there shoud be a lever with a hole in it that used to be the throttle control. Tom, all my shutter controls were mounted on the gas tank brackets, one side had manifold heat control the other was the shutter control.
 
My bad! I agree, shutter controls were mounted to the right side of the gas tank with brackets held under the tank straps......

I need to read posts a bit closer!
