I kept getting an error message when I posted an answer to the original post so am posting a new message.

When I put my Cub together a couple years ago I did not use a sealer on the head bolts because they don't go throught to the water jacket like some of the other IH tractors with studs. If they did, I think you would many times have a leak when you retorque the bolts after first warming up the engine. As to sealer on the head gasket, mine said not to put any sealer on it, but some people use aluminum paint or I have used special head gasket sealer from and auto parts store. Roger
 
Roger, I hate to argue, but on every cub I have ever seen, the head bolts do go through into the water jacket. If you use anything on the threads it will normally prevent them from leaking.
 
John is right, the head bolts go into the waterjacket. The sealer not only prevents leaks, but makes for an easier job to remove the bolts if need be years down the road from the bolts rusting to the block and head.
 

I have a 54 and a 55 cub that both motors have been rebuilt in. You must put sealent on the head bolts or they will leak.
