154 low boy-starting

Help, I recently purchased a 154 low boy with a starter/generator that doesn't seem to turn over even when the battery is fully charged and jumped. It begins to act like it will turn over then gets held up and doesn't seem to have enough juice to turn the engine over. It does run great when I luck out and do start it. I recently put on a new starter/generator, had the Case IH dealer go through it to have it start easily but am back to square one.
 
Have you removed the belt and checked the fan for binding? Clutch released and PTO off? PTO shaft bearings in good shape? Might also want to remove and clean all the electrical connections to make sure you are getting the full voltage and current to the S/G.
