Will a governor from a H fit on an M? If not will the internal parts interchange?

I got the M running yeserday and it does OK at idle about 750 RPM, but when I crack the throttle open it jumps to about 1950 RPM.

I took the cover off the governor and the "bellcrank" that the spring runs on is extremely sloppy on the shaft as if the hole is completely worn out.

My neighbor has a couple of parts H's, but no M's.

If not, maybe I can install a bushing in the original.
 

Either weld the worn holes shut and redrill, or install bushings. The spring should have just a little slack in it while at rest. Also, there is an adjustment screw inside that lets you set the RPMs to where ever you want it. The governors for the H and M will exchange but the throttle tubes are different lengths. H throttle tube needs to stay with the H.
 
The repair of the slop is a good idea. Another place to check is the connection at the carb (tube) this has a tang and slot that can be easily positined incorrectly. JimN
 
I found a lot of problems with the M governor other than the slop. I went and got a governor from an H and I had to exchange the tower and the tube that goes to the carb. Also the M governor gear has 16 teeth while the H gear has 15 teeth. Thanks for the input.
