oil? tube on M

I am assembling a Farmall M and have a question about a tube that runs from the front to the rear of the cylinder head. This tube runs near the rocker arms. This one has a small (about 1/8") hole in the top of the tube near the bend at the front of the head. I am wondering if this hole should be in the tube, or if I need to plug it.

yes this hole is there for a purpose. this tube sucks the " vapors " from the engine. starting at the governor housing and from the valve cover.
