I have a 1950 Cub It runs good but I have to have the choak about 1/3 closed. If I open it up thew tractor runs very rough and low power. I think it is an air leak but how do test for that. The carb is an old original and I don't want to spend $275 to replace.

It sounds like it could also be a gas flow problem. I would start at the tank and work back to the carburetor and make sure you have a stong flow. If you have a drain plug on the bowl of the carburetor you should get a fast flow out of it. Could also be a restiction in the carburetor.
To check for an air leak do this with a cold engine. When engine is at an idle spray choke cleaner around the carburetor and intake manifold.
If there is a leak it will suck in the cleaner and you will hear the engine act up .
 
As Jeff says and also a simple carb rebuild may fix the problem. A can of Carb cleaner at around $25 or so and a carb kit at around $20 and 24 hour soak time and then a good blowing out with air and spray carb cleaner may fix the problem. I did one just a month or 2 ago for a friend
 
carb top warps if somebody over tighens the screws, very common
also could have dirt, gum, varnish, etc

ONLY carb kit to use is an IH one, no TISCO
get one from a dealer(make sure it is an IH) or TM parts

farmallcub.com has very good directions for completly checking out the carb

I found the inlet tube to the sediment bowl plugs easily if the tank has any rust in it. Look down the fill hole with a flashlight and poke a wire into the inlet to be sure it is open.
