656 int. charging system

Charging all the time is a good reason to make some checks, but not a condemnation of the regulator.
With it running at 3/4 throttle, put a good analog (needle style) volt meter on the battery's posts. It should read 14.2 to 14.4 volts (lights off).
If it is, it is OK in the charging department. If it is 14.7 or more, I would replace or adjust (takes special procedure)the regulator.
If the battery has a partially shorted (bad) cell, it will charge all the time as well. The voltage will be as above, but the battery will continue to be trying to be charged.
Usually this results in loss of battery "water" in cells, and heating of the battery. Good luck, JimN
