farmall A generator putting out 13.7V + ground

My farmall generator is putting out 13.7V pos ground at idle and 19 or so at operating rpm.

It is a magneto ignition so there is no coil.

There is a burned out 6v regulator on it and a 6v battery in it.

I really don"t care whether it is 6v, 12v, pos or neg I just need to know where to start so it will charge. It starts fine with the 6v pos ground battery but all the info I read say that a 6v generator puts out around 10v.

So any help would be great.

If that battery has 3 cells its a 6 volt battery.
If it is a 6 volt system you need to have your generator and regulator checked at your local repair shop that does alternators, starters & generators. If the battery has 6 cells its a 12 volt battery, but charging at 13.7 & 19 volts is too much for your battery. For a 6 volt system it should be charging around 7.25 volts & 14.5 on a 12 volt system. Matt - Most likely replacing the 6 volt regulator will have your tractor charging again.

Reason: If the "burned out" regulator has failed open on in cutout circuit (a common VR failure) the generator is now operating open circuited. And open-circuited, a healthy 6 volt generator can develop 12+ volts at idle and 20 - 25 volts at governed RPM.

You might try this: With a known good battery connected and and the engine operating at governed RPM temporarily jumper the GEN and BAT terminals at the VR. If the ammeter shows a strong charge (10 - 15 amps) when the terminals are jumpered a new VR will solve your problem.
 
I'm with Bob. Don't be deceived, those generators will put out big voltage. The job of the VR is to control how much voltage is sent back to the battery. If you're measuring the voltage being sent back to the battery and getting those readings, it's likely that the VR is baked.
