Split weight mounting questions this time

Hi. I spent time going through the archives and figured out the orientation of the weights to the rim. Now the stupid questions of the day are-- From which direction are the bolts normally installed from on the first set of weights? And where is the jam nut (called for in one of my parts books) used for the first and subsequent weight sets?

The parts book I'm referencing (TC-28H, circa 1960) is for an M. A earlier parts book (TC-28F, circa 1952), also for a M, doesn't call for a jam nut but it also doesn't call for square headed bolts either. I've got some good original bolts but had to buy a couple of new ones from Fastenal. Thanks! ...Randy
 
The bolts on the first one should fit in the square holes and go from the outside in so that the nut is on the inside of the wheel. The second one on out should have the bolts facing out. That way you can keep adding one weight at a time.
 
Thanks Randy! I looked at the inside of the wheels and didn't see any scrapes from a lock washer so I wasn't sure. ...Randy
