Farmall 706 injection pump / engine speed adjustment

I have a 706 with the rossa master injection pump.

The tractor starts easily and seems to run fine;
however, I can not adjust the engine speed, it
stays at the low idle speed.

The linkage to the pump seems to be working
correctly and I am able to kill the engine fine.

Any ideas?

ASSUMING it's not that short of fuel, better get the IP repaired BEFORE it decides to go wide open instead of NOT revving up!
