M wheel locks

The M I am restoring has the old style wheel locks. I purchased new rims and had them powdercoated. I repainted the locks. One rim has not moved at all the other has rotated on me twice. Each time to the point that it has cut the valve stem. At this point I may have to have the rim refinished. Any advice on why one would turn when they were both installed the same way and tightened the same amount of torque? Thanks for any input.
 
you must be missing the block on one rim that fits in the hub to prevent it from spinnimg. without that your stems will be toast everytime,just the wheel clamps will not hold the rim stationary.
