super c starter whirls

What is up with my super c starter? The tractor has beeb converted to 12 volts by a previous owner. The starter sometimes engages the flywheel and other times it just spins. How can I fix this? thanks
 
Barney: Take the old bendix, throw it over a cliff. Then go to CaseIH and buy a Clutch Type starter drive, still made by Bendix but far superior to the old spring type.

I changed my tractors 20 years ago, haven't had a locked starter since. With the old spring type drive and 50 years ago we had to carry a 3/4 for unlocking the starter when they were new. Standard issue on a new Farmall back then was the 3/4 wrench.
 
thanks for the help. I will try that. I had a BN that was famous for the starter locking. I was taking the starter off to look it over when I discovered the wrench trick by accident. Worked for years but it was kind of a pain in the backside. thanks again.
