super md gen question

im working on geting my super md's generator wired up i have followed the manual for the tractor and used bob m's diagrams to check over everything. however i seem to be having problems with it charging. when the engine is running i get 13volts at about 700 rpms yet when i increase the rpms it drops way off to 12 or less. finally when i stop to tractor it shows a strong discharge out. (kill switch in or out). i have tried john t's trouble shooting check list but have not really found any changes yet. the voltage reg is new and the gen is rebuilt.

ou say that you have 13v @ 700rpm, then drops to 12v as increase rpm. What is ammeter showing at each of these two conditions as well as what is it doing as rpm are gradually increasing?
 
the ammeter goes from the postive at a start to 0 then by 1000 rpms its way over discharge. i took the cover off the the voltage regulator to find the one of the contacts was frozen shut i moved them apart but it wants to do the same thing. also when i go to polarize the system the same contacts get stuck together again. is there adjustment in them that i have to make?

i changed around the battery terminals to a negative ground and the same result. i played around with the regulator and i can get it to charge if i hold one of the contact points shut. but when i release it it goes back to discharging again. i think the regulator is bad perhaps? brand new though
