Internally there is a regulator with spring and spool. It is not adjustable with a screw. The pressure on old pumps is in the 600 to 650 psi range, and needed 30 wt to get there when new.
Newer pumps can make 800 to 850psi, They are not going to like making 1000 PSI for very long. Fittings and valve balance detents and components will not be correct. If it is way out of specification, it is probably worn to the point that a good used pump will be needed. Shimming a pressure regulator is usually not a good idea. A replacement good spring OEM or equal is fine if the original spring is toast. The low pressure is almost never a function of the regulator, which will remain closed because the worn pump will not provide enough pressure to open it. If you need higher pressure, a Distributor driven pump will make 1200psi. (if the tractor is mid 1951 or newer, and has the mount spacing for the live pump).
