Hard start / engine cutting out under load

My Son in Law has a international 140. I do not know the year but it is at least 50 years old. The problems we have are, hard to start and the engine rpms fluctuate under load.I have rebuilt the carb, cleaned the fuel tank, bowl and gas lines. The ignition coil has also been replaced.This helped but has not solved the problem. Any Ideas?

Have you checked the points/ condenser? Located inside the distributor after removing the cap & [maybe] dust cover [bakelite disc under the rotor]. How are the ignition wires & plugs?

The wires and plugs looked ok but it has not had a tune up in a long time. I did not check the points and condenser. I guess it would not hurt to complete a tune up, I just did not want to replace parts just to replace parts. Thaks for your response. Rick
