leaking hydraulic fluid international 340

The hydraulic fluid is running out of what appears to be a vent hole in the casting just below the filter on my International 340 utility tractor. I am wondering what might be the cause? At one time this hole may have had a plug in it.
 
Any hole below the filter housing should have a bolt or plug in it, there is no vent. is the transmission filled up to the level check plug? Do not run the system low on fluid, that pump is expensive!
 
As far as I can tell there are no threads in this open on the bottom side of the casting directly below the filter location. what type of plug should this be?.
 
Well, just learned something, mine too has an unthreaded hole. Strange that i never saw it before! It should not be a thru hole, why not just tap it and plug it. Maybe someone else will have a better solution?
 
The hole is there so that the center or dry section of the torque tube does not fill up with oil should one or more of the seals on the mainshaft fail. This is because the chamber is where the T/A flywheel and clutch are located should the tractor have one. Our 340 leaks out there too whenever the engine is idled down like cause the seal is worn or theres a groove in the shaft or both.

At this point, I think I will reinstall the filter and cover along with the t shaped inspection cover that was removed to see if we could determine the cause of the leak. Fill the system with fuild and see what happens.
