M Restore transmission/drive train question

Restoring a "42 M. Got the tractor split & on blocks. I turned the main transmission shaft and only one wheel turns (there was a hint of movement on the non-turning wheel). I assumed it was positive traction, both wheels pulled all the time. Should both wheels have turned? Do I have a major problem in the drive train?
My first retore, appreciate advice.
 
It is an open differential (no posi, or Lock system on it at all. If you turn one tire the other will turn backwards. (if the trans does not turn) The reality is that few situations on a farm tractor need the locked differential. If anything the wheel that did not turn may have a brake that is dragging a bit more than the other. Not to worry, you will probably go through them anyway. JimN
