Farmall F-12 Cracked frame rail.

My F-12 has a cracked frame rail on the right side. It is steel and not cast iron right? Can I weld this using 6011 welding rod?

Where on the frame rail is the crack? If it is at a stress point, you may need to install a gusset to keep it from happening again. Yes, it is steel so it can be welded. Your choice of rod should be OK.
 
Grind a nice bevel and get a good fitup, then preheat it 400 deg or so (that is a lot colder than red but a lot hotter than what makes your spit boil) then weld it with 6011. The preheat will help prevent cracking if the frame rail is high carbon steel.

Make a nice clean weld without undercutting then grind it flush with the original metal. Grinding flush helps prevent future cracking. You should not have to add any gusset plates. If it cracks again then additional reinforcement is in order.
