I adjusted the bump spring 1/4 turn counter clockwise (looking up) and it got less responsive. Maybe it's broken? Can you pull the bump spring and check it without removing the whole gov?
 
Yes, you can unscrew it and the spring will come out, no complications. It isn't unusual for those springs to be clogged up. Other extreme, sometimes they are rusty. I've had them come out on 2 pieces. Last I knew, you could still get replacements from CaseIH.
 
Are all the springs and doo dads in the governor housing lubed by engine oil? I removed the acorn nut and bumper spring from the bottom of the governor housing on my Farmall A expecting oil to run out but nothing did.
