IH1066 and JD530 baler - PTO shaft

When I hook up the baler to this tractor, I have to put the drawbar in stow position to get close to the required measurement from the end of the PTO shaft(1000 rpm) to center of drawbar pin hole. JD says 14 inches then you add on the hitch attachment for the baler. Well that was a little short and caused some binding. Putting the hitch in the ohter position makes the hitch too long and only about an inch of the PTO tubes contacting. I could machine a new hole in drawbar between the stow and work positions or shorten the bolt-on hitch that goes with the baler. Can someone tell me best option and how much you can extend the tube before it is too much.
 
I'd adjust the baler hitch.

Don't think ya wanna be pokin' holes in that good IH tractor drawbar do ya? :>)

That was my thoughts. Wish that baler was set up for 540 but it was 1000 and that was why I got it cheaper. I think that upward angle to the 1000 shaft is causing the problem because if I could use the 540 shaft, everything would measure out without any modifications.
 
I think to change the 530's to 540 rpm all you have to do is flip the gear box around and install a 540 splined yoke.
