Remounted carb now throttle races on SMTA

As some know I had to take my manifold off. After remounting the carb the throttle goes as fast as it can go when I restart the tractor. I have taken it apart and put it back together and it does it every time.
At first I thought I didn't get the shaft from the gov in properly, but in taking it apart it looks like it is in perfectly.
What am I missing? I know there has to be something simple out there that I overlooked.
 

You're missing getting that little tang on the governor shaft into the slot on the carb throttle shaft. It can be a pain. Best way I've found is to loosely attach the governor tube to the carburetor BEFORE you mount the carb to the manifold. Much more opportunity to see what you're doing that way.
 
I got it on my fifth try. Thanks for the help Rusty.
I found it easiest to take the carb off and hook up the governer. Then I could move the throttle and make sure it was moving the plate in the top of the carb. To make things interesting I wasn't able to get the gov tube in the carb with the carb low enough that I could see. I had to do it on the manifold (Not hooked up) then drop it down and check.
It is a pain no matter what way you do it. I can't believe I lucked out the first two times I pulled it. I sure did have trouble this time!
