1086 cab lining

I am restoring a 1981 1086. I started taking the old cab lining out and found tis blak insulation that turns to a powdery lke substance. I would like to know if this is asbestos?

I think that's the padding, wear a mask and long sleeves and scrape it out. Not much worse than bouncing through a field with that stuff falling on you. It itches. I think asbestos was banned by then and it's just some sort of foam.

It's just foam from and heat caused it to turn to power. A shop vac works best. Nasty mess.
