IH 584 3 point hitch problem

On my IH 584 THE 3 POINT HITCH LEVER WORKS HARD AND THE HITCH EITHER GOES ALL THE WAY UP OR DOWN, NOTHING IN BETWEEN. I hate to tear it apart not knowing what i am getting into. I might add the tractor set in a damp barn for a couple of years not being used. Any ideas what might be wrong?

Going all the way up and all the way back down would be normal if you are pulling the draft control lever, but not with the position control lever. Make sure you are using correct lever. If it does that with positon control lever make sure draft control lever is all the way forward. Can't think of any specific reason otherwise.
