Farmall 300 Power Steering

I installed a power steering unit from another Farmall 300 on one that I am rebuilding. The unit will only work well when I pull one of the valve handles and put a load on the system. Has anyone run into this problem? Any help or suggestions would be appreciated.
 
Probably one of the following is the problem.If you removed control valves and reinstalled them you may have left a orfice plug out between steering support post and valve. Or the flow control piston, the bore or both is worn. Piston is located in the regulator and safety valve block.
 
I am going to assume you put a complete factory style power steering unit with valve assembly etc. Like Slater said, did you put the plug in behind hydraulic valve on steering post, if so your problem is in flow divider, a new spool may take care of your problem or you may need a rebuilt valve assembly as has been discussed on this forum different times.
