M's Not running right

i bought an M a couple of weeks back. The engine would "hunt" alittle with the throttle up full. I followed some of the posts on here to correct this by adjusting the low speed idle and high speed needle jets on the carb. This helped eliminate the "hunting". I then followed the instructions in the IT manual and set the carb to governor. The problem is when ever the governor Kicks in the tractor dies out. I have to run it with the choke on to keep it running. What have I missed or doing wrong? Thanks for the advice and information in advance

If you must partially close the choke keep it running the carb is set too lean. Open the high speed screw (turn it CCW) a half turn at a time until it the engine picks up a load without stumbling.

It it's still not right after going 5 - 6 turns open on the high speed screw the carb needs disassembly/cleaning (there's a partially plugged orifice somewhere)
 
Or the problem I had on one of my M's was the gas tank....there was a chunk of rubber hose that was pluging the line going out. Dont know how it got in there. Maybe drain the gas and stick a flash light in there and see if there is grud in there.
