I have a cub 154 lo-boy tractor that the carburetor has been rebuilt twice and I still have gas pouring out of it when I put it on the tractor and try to start it. Please help!
 
Your needle and seat is either bad or sticking open, or your float is either binding and not able to travel freely, failing to float because of a hole or the float is way out of adjustment, that's about all it can be.
 
Just because it was rebuilt twice doesn't mean it was rebuilt twice CORRECTLY. It wasn't.

Don't worry about it. Happens to everyone the first few times. These carburetors can be tricky.

We took the carburetor on my H apart FOUR times before we figured out what was causing the needle to stick closed.

As Unforgiven says, the float is sticking.
 
it can also be the main jet in the carb, there should be a seal below it since it sits below the fuel level. if the seal is not there or its bad it can poar out the intake.

Well you have a choice, the carb is either a 3/4" Updraft or a Zenith. If it is the 3/4" updraft.. then you need to rebuild it again. Pay very close attention to the float, the float hinge and the needle/cage. Something is sticking. It could be something simple as dirt in the tank, migrating into the fuel sediment bowl and into the carb via the inlet especially if the screen is either damaged, tilted and not seated properly or missing entirely. It is important that when fuel issues such as this are causing problems, that the WHOLE circuit is checked for faults. This includes working back to the gas tank. A little bit of dirt could easily cause the needle to stick open. Also a bent tang coule keep the float open as well.

A leaking seal on the jet will not cause fuel to spill out the intake. More than likely you have trash in your tank that is not allowing the needle to seat. Flush the entire fuel system.

i am sorry if a gave bad info, i could have sworn the main jet sat below fuel level and can be suspect to leakage if not sealed right.......
 
The main jet does sit below fuel level. If the gasket leaks, it will eventually drain the fuel bowl. I don't think it would leak fast enough to have fuel pour out the intake.
