You should just have to push on the peddle and then the peddle will start pushing back and the more force you put on the peddle the harder the brakes will be.
 
Just push and hold pedal for a while,if they come around then, you eiether need to bleed them or your self adjusters are not working properly, if pedal does not respond while holding pedal, the orfice at the inlet fitting to the brake valve may be plugged.

You said power steering is ok. First test is with engine running. Bush one peddle as far as it will go then push the other if first peddle moves more the self adjuster in that brake should be working. Then reverse the test to see if the other peddle moves more, if so that self adjuster is working. I would say they are not working and that is the problem. If that is the case the test bill not work as stated.
 
I have ran into this on four of my tractors. All did the same thing and had to rebuild or replace the brake valve under the platform. Cost me $75.00 to have one of them rebuilt and have bought rebuilt ones for $225.00.
