cub farmall ?????

Just bought a 1947 cub farmall while setting at idle it will start climbing in RPMS by itself !!! And secondly one notch of movement on throttle plate takes it from idle to wide open !! Governor maybe ???

Have you attemped to set the high side RPM yet? As far as the RPM's climbing from idle with one notch of movement could be a couple things. Have you adjusted any of the bolts/screws on the governor?
 
The slightest bit of slop in the linkage between the gov and carb will cause problems. Sounds like either someone has tried a "fix" without instructions or you have bent/broken/stuck parts inside the gov.
Remove the governor and check to see if [b:c93edf3c75]part #29 is bent or broke.[/b:c93edf3c75] or the weights are stuck.
Before you attempt to remove the gov, set the engine to #1 cylinder TDC. Remove the dist/mag and mark the gears so that you can get them lined back up upon reassembly.
 
Solid. That (#6) is a key that will wear and get some play in it. Get all the play out of it that you can. Should be able to pull it straight out towards the carb after you remove the two bolts from part #5.

#8 will pivot inside the housing #20, with part #29 working against the shaft thrust bearing (#23) on one side and spring (#18) on the other.
