'46 I-4 charging problem

I've been working on my I-4 on my weekends home from college, and I rewired the entire tractor using the same gauges and color scheme that IH used originally on the tractor. Before I rewired it, the ammeter was showing a 2 amp discharge, and after rewiring it, its still showing the same 2 amp discharge. Would this be a generator problem or a voltage regulator problem? Also, what are the voltage and amperage outputs on each of the voltage regulator leads?

I'm thinking that the voltage regulator is to blame, but I'm not sure, and I have a good shop that can rebuild the generator for me if that's what the tractor needs.

Thanks Jim, I saw those diagrams on another post and printed them out (wireless won't reach the garage). I'll check over everything, clean the contacts, and give the trouble shooting flow charts (7 & 8) a shot.

I'll post back on how it turns out.
