SH throttle shaft question

I'm putting the carb/governor linkage back together. The throttle shaft housing has a new oilite and I restored the key that fits in the carb. All is totally loose. When I bolt the housing up to the carb I get some drag on the throttle shaft. It's not alot but is any acceptable?? I've done a bunch of C113/123's but this is my first H.
 
The bowl, or body, might be warped a bit. flat sanding might work. Do not over torque the fasteners. JimN
 
Check that the front of throttle tube is free to move to where it wants to end up after mounting to carburetor.(not binding in governor housing and cocking it) You may have a height problem that results from material removed from head surface, or poor fitting manifold. Some aftermarket ones used to be bad on that. Also tube may not center the throttle shaft exact in center on carb end and be cocked a little in new bushing. Sometimes spining tube 180 degrees will help. Also try stopping just short of tightening the 2 throttle shaft screws all the way and move end of tube to see if there is a place shaft is more free. If so you may have to give a little more clearance at bushing.
