3588 how to set low idle?

I searched the forum but couldn't find what I was looking for. I would like to raise the low idle point on my 3588 so that when I pull the throttle to the low idle step (on the console) it idles at around 900rpm. I tried adjusting the throttle cable but when I had the low idle in the right place, it wouldn't shut down when I pulled the throttle into the stop position. Can anyone help?

You adjust the capsule in lower rear of inj pump by turning it in. The lock nut is a little difficult to get a wrench on and the capsule is a spring loaded mechanism so if you go in too far you will again have trouble shutting down. Also, make sure you get lock nut tightened up as some of the pumps do not have a safety snap ring on inside of capsule and it can fall out and pump all oil out of engine. (no, I didn't forget to tighten one but factory did). Another thing, make sure the spring loaded breakaway on speed control lever on pump is free as they will rust up .
 
ok - I will look for that, but what do you mean by capsule? Is it accessed through the top of the pump (under the cover with 4 bolts)? or from behind?
 
Capsule is on outside, don't need to go inside pump. It is just a little cyl shaped qizmo with a spring inside and threaded bolt with a lock nut that locks against the pump body right down in lower rear corner of pump and you don't take the capsule apart eiether.
