384 International Lift problems

Lift goes up and will not go back down, then goes down and won"t come up. Fluid level ok and pump ok. Seems to be in valve block. Any help would be appreciated.

Hi Eve, make sure draft control lever is fully forward. There are two valves at the front of the seat, left one is push & turn, this one controls flow rate of hydraulic oil to 3pt. In is 3 GPM, out is 6 GPM. The left valve controls the direction of hydraulic oil flow and is controlled by 3pt lever, open hydraulic oil goes to 3pt, closed hydraulic oil goes to remote outlet, large plug at front of seat. There is another plug at front of seat and it has a filter behind it. There is also a filter on the suction line at the outlet of hydraulic reservoir.

We tried all that and the lift comes up, but will not go down. Any more suggestions?
