I can't recall ever getting having updated variable governor, on a Regular or whatever, idle slow like you can with the direct linkage, but got to wondering if there was a "norm" for a Heisler governor.

I'm looking at 500 maybe 600RPM on that 22-36 when the spring is loose enough it doesn't control anything. I might try setting the cross rod [governor side to carb side] a little longer, but if nobody else has ever got a low idle to cooperate, I may not bother.

300RPM is a nice target, but certainly not essential here.
 
The idle stop on the carb is about right, without the cover on the linkage, I can push it over by hand and get under 300 and even kill it [I'm sure the idle orifice screw could use a little tweeking], but I'll have to tweak the cross rod again.
