shutter control

I am restoring a 1945 W4. Just below the throttle control arm, next to the start switch is a L shaped small lever. A book I have says this is the "radiator shutter control". Does this mean my radiator should have some sort of air shutters? I don't see any shutters and the control isn't hooked up to anything. Any information on this would be appreciated.
 
This crank was commonly used to crank open or closed the shutters on I-H tractors. Your shutters were likely taken off during engine or rad repair and left off. You could find shutters in a wrecking yard and hook them back up but if you don't use your tractor in severe cold conditions why bother?
 
thanks Michael - I would like to put the tractor back to its original condition and am wondering how the crank was hooked up to the shutters, I have no pictures of this. thanks again
