IH 424 clutch

Need some advise. I have a dual clutch on my 424 tractor and had an issue this morning. When I push the clutch in to engage the PTO or shift from low to high, it would not go in, just grinds, but it would engage if I shut the tractor off and engage. I can shift through the gears no problem with the tractor running. I also noticed the first couple of inches when depressing feels stiff the same as alway, but the rest of the way the pedal pushes easily to the floor. Any ideas if my clutch would be bad or of anything to be checked before contacting mechanic to look at it. The freeplay on the cluch pedal appears the same so the pedal has not slipped on the shaft. Thank for any help or advise.
 
If your tractor is like a 444 and I think it is then htere is an inspection plate under the tranny. Remove it and you can see PT0 clutch disk adjustment bolts around the clutch rim 3 I think.

I had the same problem with my 444 PTO.
I adjusted the bolts to about an .080 clearance if I remember correctly and everything worked fine after that. If the gap is too wide your PTO clutch disk will not release.
 
Removed the clutch access cover tonight and found my problem. The head on one of the clutch lever bolts had snapped off. I removed the broken bolt with no problem. Can the clutch be adjusted in place when I replace the bolt or would the tractor need to be split.
