I bought this tractor last summer. I brought it home and changed the plugs and rebuilt the carburetor. After I got done rebuilding the carburetor it never ran right. i don' know if i didn't adjust the float right or what. I am not sure how you adjust the float. I mean I know you bend it but I dont know how you be exact one the measurement. i also dont know if its the govenor because lately it has had a problem with not being able to get into road gear because it is to bogged down. I am in the middle of rebuilding the motor now. But I just don't understand why it does it. It either runs to leann or too rich and then when you think you have the mixture right it pops and snaps and such when you put it in gear and let out on the clutch.
 
If it blows black smoke, it is too rich, if it backfires out the carb it is too lean. One thing to do before you do anything else is to retorque the intake manifold. I have seen a bunch of loose ones in the past 2 years. After getting it tight, squirt a little gas around the intake passages where they go into the head to make sure there isn't an air leak there.
 
Two things happened to me with mine and a friends H. His did nearly the same thing but then reved way high...in placeing the carb back on, somehow he turned the "governor throttle shaft" and it was stuck making no power and then when he adjusted the carb to fix that, the motor reved too high popping and what a scare. Turned the governor shaft and works great. The other thing, I added old gas and found it was realy old and probably water in it. Killed, started up and popped and no power and killed again. Drained, new gas on mine and bingo...works great. Dan
 
I"m 99% done with a total restoration on a 1940 H and had almost identical problems after I rebuilt my carb. Check to be sure you put the updraft plenum tube back in and that it"s not still in the bottom of the carb. cleaner. Ask me how I know.
 
Have you adjusted the main jet adjustment scrxw? If you open this it will enrich the fuel mixture.
If it smokes after doing this you will need to close it a bit. Even a B&S engine has this adjustment. Hal

About adjusting the float level. With the top half of the carb upside down, that is with the float up, I usually adjust the float so it sets even with the carb body. If the float is level the carb body should be level. Don't know if that is right,but thats the way I do it. Bernie Steffen
