IH 384 3-Point Lift Problem

My IH 384 3-point lift is not holding pressure. When I lift an implement it slowly falls and the the hydraulics abrutly lifts it back up. When the engine is off the implement will slowly fall to the ground. What could be causing this?
 
The draft control lever is all the way forward. Could it be air in the fluid or would a plugged suction filter cause this problem? Thanks for the help.
 
Hi Rockin, you can check if it is the lift cylinder is leaking or the lift control valve.
With an implement on the 3pt hitch close the valve at the front right side of the seat then turn the tractor off. If the 3pt hitch still goes down then the problem is most likely leaky lift cylinder "O" rings. Be sure to open the valve before starting the tractor again.
If the 3pt stays up the problem is else where.
If there is air in the system usually you hear the hydraulic pump whining and the hydraulic lines vibrating.
