International Harvester 544 gas won't start

The tractor will turn over and try to run when starting fluid is used in the air intake, but will not crank. The fuel pump is definitely pumping. What to do next?

Check the fuel shut-off solenoid. If it isn't working the main jet will be closed. Check for a stuck float (open the drain plug). Check that fuel is reaching the carb.
 
Make sure the fuel is getting to the carb! not just pumping.
See if it is timed correctly
Make sure the manifold and carb are not loose or have air leaks to the outside.
Check the fuel soleinod mentioned below for action with the key.
Check the compression.

I grew up on a 544 gas. As the others have said, be sure to check the fuel solenoid. But be sure to check the screen at both the fuel bowl and the carburetor too. I would put money on the fact that your problem lies within those two possibilities.
