Hi Carl, 464 should have D-179 3cyl German Diesel engine. There are no glow plugs but there is a START position on the STOP/START/RUN control lever that acts like a choke for a gasoline engine.

There is a bleeder screw on top of each rear axle, looks like a grease zerk.
Require clean bucket and 1/4 or 5/16 inch clear tubing that will fit over bleed screw nipple.
To bleed the brakes run the tractor until the Hytran hydraulic fluid reaches operating temperature.
Run engine at fast idle 1400-1600 RPM, block rear wheels.
1)With tubing connected to nipple on bleed screw and other end in clean bucket, loosen bleed screw and let hydraulic fluid drain until air bubble free, then close bleed screw. Repeat on other brake. Do not pump brakes while bleeding.

Top up hydraulic fluid with fluid caught in bucket, make sure transmission fluid level is full or over full. Also check for leaks by bottom of dash and along top of transmission cover. Brake lines run from under battery box along top of transmission to rear axles.
May have to repeat bleeding and if bleeding only lasts a few days then repost and I will give a procedure to diagnose if it is leaking seals in brake piston.

Put a block heater on it, the later D-179's (485 etc) had a factory either injection system
 
THANKS for all the replys, it does have a ether can and the switch had to be replaced, works now,as far as the stop/start/run, i have a label on the dash but it is faded and unreadable, to the right of the hand throttle, where should the pointer on the ring be facing when you are trying to start? Thanks again.

Hi Carl see the photo referenced by the above link. It should be the same injection pump as on your 464. The photo shows the position of the Stop/Start/Run control lever on the side of the injection pump. So wherever position the lever on the dash has to be to position the lever on the injection pump.
