Cub float level and Brass Needles

What is the proper float level setting for a IH carb on a 48 Cub?

Another question, when holding the upper carb section with the float and new needle installed, the needle occasionally sticks. I don't understand this as the cleaned carb has new seen gas yet. I wonder because the new needle is brass instead of steel it might not be heavy enough to drop correctly. I even tried blowing into the fuel entry to get the needle to drop. It didn't. Can you still get steel float needles, if so, where and does anyone think this will help. I have a similar sticking needle problenm with a old MF 202 which also is driving me crazy. Maybe TISCO kits are not up to snuff.
 

Those needles and seats all have a residue on them, left over from the manufacturing process. A thorough cleaning with aerosol carb cleaner BEFORE assembly will cure it.

It is not just the Tisco kits. I've encountered the same problem when using Case-IH kits.
 

The sticking needle is a red herring. With gasoline against it, it won't stick. We spent many hours fiddling with the "sticking" needle on my Super H with no luck. It finally turned out to be the float was catching on the side of the bowl because the float mount was bent. You couldn't tell the float mount was bent unless you looked at it from just the right angle.

Only the Viton tipped brass needles are available nowadays.
