H charging question

My H started having a charging problem the past few days. It will show discharge when the ign is on but won't charge when running. It has a new wiring harness, all connections clean including grounds,And the armature is nicely undercut and clean with good brushes. Genny will work if field term is grounded and if that is done while it is running and then the ground wire removed it will continue to charge until the rpm drops to idle then no more charge. If it is charging sometimes the needle on the gauge swings wildly back and forth but mostly to the charge side if RPM is high and will settle down and stay more steady at lower speeds. It has the Full 5 term (I think 5 anyway)regulator that is mounted below the steering post and is NOT the type that has the regulation on the light switch. Does this sound like a regulator problem?
 
Yes Sir,

Pull the cover on the regulator and clean the points of the pull-in winding; then adjust the air gap and you'll be good to go.

I agtee with Allan. If the pull in winding is open, or the VR ground is not good, it will also act like that. Pull in should happen easily on start up, and when idled down it should stop dischargining when the needle gets to about -4 to 5 amps. (this assures the disconnect on shutoff. JimN
 
Thanks guys! That is what I was thinking it could be. The regulator is fairly new and one made in the US but kind of acted strange since it was put in. It wouldn't charge or anything till the RPM was about half, then it worked fine till the RPM went to full throttle and then it jumped a bit. I will give it a go in the next few days and see what happens.
